DAI is recruiting for an One Health Technical Advisor –Indonesia position for its Preparedness and Response (P&R) Project, which Development Alternatives Inc. (DAI) implements as part of the U.S. Agency for International Development (USAID) Emerging Pandemic Threats Program 2 (EPT2).

Background:

The Preparedness and Response (P&R) Project, a component of the USAID Emerging Pandemic Threats 2 (EPT2) program, supports the strengthening of National One Health Platforms (NOHPs).  NOHPs are defined as coordinatingmechanismsat various levels for multidisciplinary and multi-sectoral collaboration at the convergence of human, animal/wildlife, and environmentalhealth. NOHPsprovide the basis for ensuring that core capacities are in place for preparedness, and for promptly detecting, reporting, and responding to emerging pandemic threats. At a minimum, a NOHP is composed of public health, animal health, and environment and wildlife ministry representatives. As appropriate, the NOHP also includes additional ministries (e.g. trade, tourism, education, or finance), parastatal organizations (e.g. national laboratories, research institutes, etc.), representatives of universities, the private sector, and non-governmental organizations. Multilateral and bil ateral stakeholders and partners, such as WHO, FAO, OIE, CDC, may also participate. The P&R project also supportsthe role of the NOHPs in national preparedness and response planning.

Overall Objectives and Description of the Position:

The P&R One Health Technical Advisor (OHTA) – Indonesiawill havea combination of technical,  managerial, and operational responsibilities, depending upon circumstances and need to supportand advance the operationalization of multi-sectoral collaboration and related preparedness and response planning. The incumbent willalso haveresponsibility for coordination of P&R project activities in Indonesia in close coordination with the P&R part time Senior Advisor. In this capacity,the incumbent will serve as the P&R primary project focal point for USAID, EPT-2 partners and stakeholders both within and outside of the country.

Illustrative Tasks/Responsibilities:

  • Provide managerial, administrative, and logistical support to facilitate the planning, implementation, and reporting of P&R supported activities.
  • Liaise with and support relevant government officials and partners, including USAID, on a continuous basis to ensure awareness, coordination, buy-in, and cooperationfor the successful planning and implementation of P&R activities.
  • Represent P&Rand coordinate with focal persons for other EPT 2 partners (PREDICT 2 and One Health Workforce, FAO, WHO, USCDC).
  • Support EPT-2 Partners in advancing coordination and roles for line ministries, including under GHSA, focused on One Health components and activities—with particular focus on the GHSA global leadership role for Indonesia and GHSA co-leadership role for the Zoonotic Disease Action Package (ZDAP) with Vietnam.
  • Develop One Health country landscape and mapping tool (including mapping of all Komdas) and assist in efforts related to documenting and strengthening national One Healthcoordination platforms/systems at national and sub-national levels.
  • Collaborate with P&R technical, organizational development and operations leadership and staff at regional and HQ offices, to plan activities to strengthen multi-sectoral collaboration and the operation of theNOHP equivalent.
  • Assist EPT-2 partners and GOI to identify, prioritize and develop One Health-related policy and advocacy strategy and materials.
  • Contribute to the development and use of the 4-way linking (human health laboratory & epidemiology and animal health laboratory & epidemiology) framework to enhance the cross-sectoral sharing of epidemiological information in responding to zoonotic disease outbreaks, including relevant support forSIZE (Information System on Zoonosis and Emerging Infectious Diseases).
  • Provide analysis and recommendations on strengthening partnerships between GOI and universities,the academic community and the private sector.
  • Develop success stories that can be shared to inform stakeholders nationally and regionally.
  • Identify opportunities to collaborate with other EPT 2 projects on activities aligned with project objectives and country priorities.
  • Collaborate with other project staff (as appropriate) to prepare reports, develop materials to respond to information requests and otherwise fulfill project information sharingand reporting responsibilities.
  • Respond to requests for information from USAID, other USG representatives, EPT 2 partners and representatives of government;
  • Follow all applicable USAID and DAI rules and regulations.

Profile/Qualifications:

  • Completion of a post-graduate degree program inmanagement (e.g. MBA, MPA), with minimum of 5 years of progressive work experience in public healthand prior management/organizational experience regardingoutbreak preparedness and response planning and system.
  • Ability and interest to work with management and organizational development experts to assess organizational capacity and effectiveness and to identify areas in need of strengthening.
  • Professional, technical, and management skills required for collaborative implementation of P&R project activities, including providing and/or identifying technical assistance and subject matter expertise to support coordination of P&R assistance.
  • Prior experience working effectively in a support or advisory capacity with government health agencies, multilateral health agencies, and national and international nongovernmental organizations.
  • Excellent relationship management skills with the ability to liaise, consult, and interact professionally with technical and managerial staff, mid- and senior-level government officials, and direct supervisor—as well as with external agencies, service providers, and USAID, P&R technical and operations staff.
  • Ability to employ critical thinking skills and work independently to solve problems and contribute to achievement of deliverables.
  • Familiarity with USAID rules and regulations preferred.
  • Demonstrated ability to work and communicate effectively (speaking and writing) in English.
  • Native speaker fluency in Bahasa Indonesia required.
  • Indonesian national required.
